Error Windows Movie Maker Cannot Record Audio or Video From the Selected Device in Windows 8

Symptoms
When attempting to use the Webcam video in Windows Live Movie Maker on a Windows 8 system, the following message may appear: "Sorry, Movie Maker can't record audio or video from the selected device. Make sure the device is installed properly and not currently in use in another program, and then try again."
Cause
Due to limitations, Windows Live Movie Maker is not capable of capturing video on certain systems.
Resolution
Canned Statement: Let me go ahead and try to record audio using Microsoft camera application on your computer.
Please use the Microsoft Camera application that is installed by default with Windows 8.
